Position Summary
GSEC is seeking an experienced Learning & Development Specialist / Instructional Designer to support transportation owners and agencies, including state departments of transportation, local governments, and transportation authorities. This position will focus on modernizing, standardizing, and enhancing technical training programs, certification courses, engineering manuals, construction administration resources, and presentation materials used to train transportation professionals.

This role is primarily remote; however, candidates must be within a reasonable commuting distance of Raleigh, NC and have reliable transportation to attend periodic in-person meetings and collaboration sessions as needed.

The successful candidate will work closely with engineers, construction professionals, and subject matter experts to transform technical content into engaging, learner-centered training programs that reflect current industry practices, regulatory requirements, and adult learning methodologies. This role will play a key part in creating consistency across certification and workforce development programs while improving the overall learner experience.

The ideal candidate will possess a strong understanding of modern learning science and emerging training technologies, with the ability to develop engaging content across multiple learning modalities, including instructor-led training, self-paced e-learning, microlearning, video-based instruction, interactive digital resources, and visual communication tools.

Key Responsibilities
Transportation Training Program Modernization
  • Review and update transportation-related technical manuals, certification course materials, participant guides, instructor manuals, and presentation content.
  • Ensure training materials reflect current transportation industry standards, agency policies, specifications, procedures, and best practices.
  • Modernize existing courses using contemporary adult learning principles and instructional design methodologies.
  • Improve course organization, content flow, visual presentation, and learner engagement.
  • Reimagine traditional classroom and manual-based content using modern learning formats such as microlearning modules, video tutorials, interactive exercises, scenario-based learning, and digital reference tools.
  • Evaluate emerging training technologies, learning trends, and instructional approaches to continuously improve learner engagement and knowledge retention.
Curriculum Standardization and Quality Improvement
  • Establish standardized formats, templates, instructional practices, and branding across all training programs.
  • Develop consistent learning objectives, assessments, course structures, and instructional materials.
  • Create processes for maintaining current and accurate training materials as standards, specifications, and regulations evolve.
  • Support quality assurance reviews and training audits to identify opportunities for improvement.
  • Develop visual design standards and content guidelines that create a consistent, professional, and engaging learner experience across all training products.
Instructional Design and Content Development
  • Collaborate with transportation engineers, construction managers, inspectors, technicians, and agency representatives to develop effective training materials.
  • Translate complex technical information into clear, practical, and engaging learning experiences.
  • Develop assessments, practical exercises, case studies, and knowledge checks that reinforce learning objectives.
  • Incorporate learner, instructor, and stakeholder feedback into course revisions and enhancements.
  • Design visually compelling learning materials, including infographics, process maps, diagrams, animations, job aids, and digital reference tools that simplify complex technical concepts.
  • Develop and edit instructional video content, including recorded presentations, demonstrations, interviews with subject matter experts, screen-capture tutorials, and short-form learning modules.
  • Apply principles of visual communication, storytelling, user experience design, and learner psychology to increase engagement, comprehension, and retention.
  • Create content that effectively supports visual, auditory, reading/writing, and experiential learning preferences.
Agency and Owner Support
  • Support workforce development and certification programs for transportation owners and agencies, including departments of transportation, municipalities, and transportation authorities.
  • Assist in developing training materials related to transportation construction, inspection, materials testing, project management, contract administration, scheduling, and related disciplines.
  • Ensure training materials align with applicable federal, state, and agency requirements and industry standards.
  • Participate in stakeholder meetings and collaborate with agency representatives to identify training needs and improvement opportunities.
Qualifications
Required
  • Must be within reasonable commuting distance of Raleigh, NC and have reliable transportation to attend periodic in-person meetings, as required.
  • Bachelor's degree in Instructional Design, Adult Education, Technical Communication, Engineering, Organizational Development, Transportation, or a related field, or equivalent experience.
  • Minimum five (5) years of experience in instructional design, curriculum development, technical training, or workforce development.
  • Experience developing or revising technical documentation, manuals, training programs, or certification courses.
  • Excellent writing, editing, and presentation development skills.
  • Strong organizational skills and attention to detail.
  • Proficiency with Microsoft Office Suite, particularly Word and PowerPoint.
  • Demonstrated experience creating visually engaging training materials and instructional content for adult learners.
  • Experience developing digital learning assets, including video, graphics, infographics, or interactive learning content.
Preferred
  • Experience working with transportation agencies such as state departments of transportation, municipalities, or transportation authorities.
  • Familiarity with transportation engineering, highway construction, materials testing, construction inspection, project management, or related disciplines.
  • Knowledge of transportation industry standards, specifications, and regulatory requirements.
  • Experience supporting certification programs or workforce development initiatives.
  • Experience with learning management systems and e-learning development tools.
  • Experience with instructional media development tools such as Articulate 360, Rise, Adobe Creative Suite, Camtasia, Canva, Vyond, Synthesia, or similar content creation platforms.
  • Experience producing, editing, or managing educational video content and multimedia learning resources.
  • Familiarity with AI-assisted content development tools and their application within training and workforce development environments.
