Job Description

We are seeking a motivated and dedicated Utility Inspector to support our team with the delivery of North Carolina Department of Transportation (NCDOT) highway and bridge construction projects.  As a Utility Inspector, you will play a crucial role in verifying the correct installation of new and relocated utilities on various projects throughout the area.  You will collaborate closely with NCDOT, contractors, utility providers, property owners, and other stakeholders to confirm both wet and dry utilities have been installed and/or relocated in accordance with plans and specifications.

Key Responsibilities

Duties will include but may not be limited to:
  1. Utility Inspection
    1. Travel to various project sites throughout the area and conduct thorough inspections of utility installations, relocations, and modifications on transportation projects.
    2. Verify that work is performed in accordance with project plans, specifications, and standards.
    3. Document utility relocation progress by public and private utility owners.  Documentation is being maintained in NCDOT’s SharePoint system.
    4. Document and report any deviations, deficiencies, or safety concerns.
    5. Communicate concerns to NCDOT staff.
  2. Quality Assurance
  3. Collaborate with NCDOT staff, contractors, and utility companies to address and resolve utility-related issues promptly.
  4. Verify that materials, equipment, and workmanship meet NCDOT Standards and Specifications, including both horizontal and vertical installation tolerances.
  5. Safety and Compliance
  6. Monitor and enforce safety protocols and best practices related to utility work.
  7. Inspect operations for compliance with applicable regulations and permits.
  8. Reporting:
  9. Using an iPad, maintain detailed daily records of inspections, test results, and compliance documentation.
  10. Compute quantities for items utilized during daily operations including but not limited to traffic control, erosion control, earthwork, utility components, concrete, and asphalt. 
  11. Complete Materials Received Reports (MRRs) for materials management and compliance.
  12. Document field changes and provide information for as-built plans.
  13. Communication:
  14. Utilize strong written and verbal communication skills to effectively communicate with utility companies, contractors, and project team members about field conditions, real or potential issues, schedule impacts, and overall project status.
  15. Provide clear feedback and recommendations for corrective actions when necessary.

Minimum Qualifications

  • Minimum of 5 years of combined experience with NCDOT construction inspection and/or private utility construction.
  • High school diploma or equivalent
  • Working knowledge of navigation SharePoint system, production of NCDOT diaries, and experience using NCDOT Standard Specifications and Standard Drawings.
  • Familiar with Utility by Others (UBO) coordination and/or relocation process on NCDOT projects.
  • Experience with inspection of Utility Coordination (UC) on NCDOT projects.
  • Experience with NCDOT Encroachment process.
  • Capable of accurately reading and interpreting construction plans
  • Knowledge of utility construction methods (wet, dry, or both), materials, and industry standards, preferably on transportation projects
  • Strong attention to detail and the ability to identify and report discrepancies
  • Ability to perform field measurements and complete mathematical calculations to determine areas and volumes, and convert between units
  • Excellent communication and interpersonal skills
  • Willingness to work both indoors and outdoors, in varying weather conditions
  • A strong sense of responsibility, a positive attitude, and the ability to work well independently and in a team
  • Valid driver’s license and favorable driving record
  • Ability to lift up to 50 pounds

Preferred Qualifications

  • Associate Degree in Engineering or a related field
  • The following certifications:
    • NCDOT Concrete Field Technician
    • ACI Concrete Field Level I
    • NCDOT Erosion and Sediment Control Level II
    • NCDOT Introduction to Asphalt
    • NCDOT QMS Roadway
    • NCDOT ABC and Borrow Pit Sampling
    • NCDOT Conventional Density
    • OSHA 10-Hour Construction
