  • Contribute to building infrastructure for Utility Services, including processes for Utilities by Others (UBO) plans.

  • Define resource needs (hardware, software, systems) and develop best practices, procedures, and QA programs.

  • Manage project teams to ensure scope, schedule, and budget compliance while maintaining exceptional client satisfaction.

4. Personnel Management & Administrative Support

  • Cultivate an employee-centric culture aligned with GSEC’s core values.

  • Mentor staff, support daily needs, assist with certifications, and ensure proper tools and technology are available.

  • Serve as the safety leader for the Utility Services team, conducting site visits, training, and safety assessments.

  • Support quality assurance by monitoring project metrics, compliance, and performance of employee KPIs.

  • Complete administrative tasks including SOP and Quality Control Plan development, timesheet approvals, contract setup, task order initiation, scope and cost estimating, and tracking project budgets and financials.

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, or a related field; or an equivalent combination of education and field experience.

  • Familiarity with relevant regulations and permitting processes, preferable on NCDOT projects.

  • 8+ years of experience in utility coordination, engineering, transportation, or related consulting work.
